Two meeples in the same city — is it legal? How does scoring work?
You notice two separate city segments are about to merge with the next tile
placement. Both have meeples on them. Is this allowed? Who gets the points?

You cannot place a meeple directly into an occupied city. But you CAN merge two separate cities that each have a meeple — resulting in a shared city. The player with the most meeples scores; in a tie, both get full points.
The Two Rules That Matter

Rule 1: No Direct Placement
You cannot place a meeple on a city (or road, or field) that already has a meeple on it — yours or anyone else's.

Rule 2: Merging Is Legal
If you place a tile that connects two separate features, they merge. Any meeples already on them stay — even if this creates a shared feature.
How Scoring Works in a Shared City

Only that player scores. The other player(s) get nothing. All meeples are returned.

Tied for Most Meeples
Both players score the full points. Points are not split. A 10-point city with one meeple each gives both players 10 points.
