Catan Development Card Rules: When Can You Play Them?
Knight, Road Building, Year of Plenty, Monopoly, Victory Point — every dev card rule explained.
Development cards are Catan's wild cards — powerful, unpredictable, and
surrounded by timing rules that cause arguments. Here's the complete breakdown.
🎯
Quick Answer
You can play one development card per turn, and you cannot play a card on the same turn you bought it. Exception: Victory Point cards are revealed only when winning — they're never 'played' during the game.
All Development Cards
14 in deck
Knight
Move the robber to any hex, steal one resource from an adjacent player. Playing 3+ knights
(and having the most) earns you Largest Army (2 VP).
2 in deck
Road Building
Place 2 roads for free immediately. Great for racing toward Longest Road or reaching a
settlement spot before opponents.
2 in deck
Year of Plenty
Take any 2 resources from the bank. Can be the same or different types. Use them immediately
for building if you want.
2 in deck
Monopoly
Name one resource type. Every other player must give you all of that resource from their hand.
Devastating when timed right — especially after a productive dice roll.
5 in deck
Victory Point
Worth 1 VP each. Keep them secret and face down until you have enough to win. They are never
"played" — just revealed when declaring victory.
Timing Rules
✅
One card per turn. You may play one development card on your turn — either before or after rolling the dice.
🚫
Not on the turn you bought it. A dev card cannot be played on the same turn it was purchased. You must wait until at least your next turn.
🃏
VP cards are special. They don't count against your one-card-per-turn limit because they're never "played." They're revealed only when you declare victory.
